Edinburg City Manager Richard M. Hinojosa has named Belinda Torres as the new Human Resources Director. Torres who also serves as the City’s Civil Service Director has been with the City since 1995 and most recently served as the Interim Human Resources Director.
As HR Director, she is responsible for the overall administration, coordination, and evaluation of the human resource functions for the City including employee benefits, risk management, and wellness programs. As the Civil Service Director/Coordinator, she oversees the Civil Service Commission Meetings, coordinates examinations, maintains civil service files, and coordinates recruitment for police officers and firefighters.
Torres began working for the City 21 years ago as a clerk in the Finance Department and as an accountant for ten years. The last 11 years have been in the HR Department, four as Human Resources Coordinator assisting the HR Director.
Torres is a native of Edinburg having graduated from Edinburg High School in 1992. She attended South Texas Community College and is certified in Information Management Systems and Automated Office Technology.
She replaces Christina Flores who left the City in October 2016. The City of Edinburg congratulates Belinda Torres.
